Thanks for the reassurance, just spoke with Jim, 3591 inbound and sending my 3407 back because I was surfing at 4400 rpm which was awful.
Now I have talked to 4 Moomba owners that have no prop burn with 16" props.

3591 is a great prop. Your RPM's will be much lower than 4400

This prop rocks so far, I was able to add some lead back for a total of 800lbs of lead + my 5,500 lbs of water ballast. I am holding speed either side at around 9* pitch the wave is amazing. I can surf at 11.2-11.8 RPM always under 4,000 now. I also got the prop from ACME but ordered a 3591B (blem) for under $700. The reason I like the B props is it usually just means they were installed and tested and then returned. It also allows you to exchange them until you find the right prop.
I do think This is pretty much the edge of the weight limit for this boat with the 400 if you are trying to achieve that 9-9.5* pitch which seems to be the general consensus for the best wave. If you bring the pitch down to 8 you could run more weight no problem, but the wave won't necessarily be better.
