You said it starts after messing with the throttle? Sounds like a safety switch to keep it from starting in gear to me.

If he is trying to start it for the second time after messing with the throttle, could be just dumb luck. Trying to crank twice, the system is building pressure.. but gotta try it all.

Since it’s not too hot out yet which can give some vapor lock/fuel pump issues, I’d say go ahead and replace the ignition switch (keyed switch in the dash)….

Got out Friday. Boat started every time. I did hear what was a pump or tabs run when key first came on. Boat was sitting on lift in the water. Not sure I would be able to hear the tabs under water? Plan on doing more troubleshooting this weekend

If that running sound was uninterrupted for ~3-5 seconds it was your fuel pump for sure.
We have the same boat. Tabs realign quickly. Definitely two distinct sounds but I confused them at first as well.
