For that price with labor, I would think they quoted all impellers - engine and ballast.

Yes - relatively easy, but a dealer has a set number of hours per job - like going to the car shop and paying for a quoted number of labor hours.

Same with oil changes - easy to do, but the dealer has a set number of hours plus shop fees in their quotes.
