Mobius 2006 ballast auto filling

Hi guys I have a 06 mobius that the bags keep filling on there own. The center bag will fill all the way and the back two will fill but didn’t fill as much. I’m able to flip the switches to actively fill and empty. Any thoughts on how to fix this?

I have these on all 3 fill lines - never once had passive filling or draining.

Yes berg after I make sure the switch on the sprinkler manifold is in the right position and still not filling, then I will definitely put them on.
