for surfing you really have to go with more weight (ballast). You have to replace the rear lockers with 900-1100lbs bags. you can't go any bigger on the center locker but adding a ballast bag under the bow (IBS) helps a ton. You can tie the IBS to the center locker. With that much weight you will also need to upgrade you prop to one that can handle the extra weight. As far as a wake shaper goes they are very easy to make for less than $100 and you have to have one for surfing. You can spend a bunch of $ and buy one but making one is pretty easy. There are lots of different threads on here about how to do it. I usually surf between 10-10.5mph on my 07 LSV. You also will need to get your wake plate fixed as you can use it to adjust the attitude of the bow to change the steepness of the surf wave.
You can also buy lead weights instead of adding bigger bags.
