Looks like you didn't get a pair.
Also note that those appear to be the first generation that didn't stay locked when under way. The new ones have holes for the pin that go all the way thru. If you cannot get it swapped out, you should be able to drill a new detent at the 90° mark.

There are older threads on here that talk about them swinging in while driving. I know they are before the 2014 model year.

They will stay locked. When they were machined the tolerances on the locking pin were too tight imo. Thus making the racks difficult to lock in place.
With the weight of the racks themselves and when loaded with boards are very heavy causing the locking pin to not fit in the hole properly.
2 options: leave mechanism alone and use Wd40, when swinging racks out lift up on fingers of racks allowing the locking pin to slide into place.
Or disassemble and file pin down and drill out the hole just a little so the pin will move freely.
