With your boat being on the water you would be better suited to use lead in that space IMO. You could fit 600# in the space you are talking about pretty easily.
No problem. Just so you know you will need a heat gun to get the hose on the fittings. So just make sure you have one before you start your project.

1. Yes this is correct you want it between the T and the thru hull vent port so that when you drain your bags it doesn't pull air in to them.

Go in to your ballast timers and adjust your drain times. The drain time formula is "Fill Time +/- X Time" Just adjust the "X time" in that formula. I think the default is fill time +30 Seconds...
