What's this for
I have a 2007 LSV and cant figure out what this plastic part that was under seat in bow is for.

It's a tower support. That's what you are supposed to use to support your tower when folded so that it does not rest on the upholstery. I'm not sure what it's supposed to rest on as I've never used it.
I made my own simple tower stand from scrap wood I had laying around. See below:
