    Going Forward there is no pressure on the master cylinder, if they are dragging going forward you might have stuck pistons in the calibers. With the boat off the trailer you should be able to jack up one side of the trailer and easily turn that wheel. If you release the bleeder valve on that calilber and it still doesn't turn easily it might be time to rebuild those calibers as the pistons are not returning to a rest position.

    thats not the problem. If the piston was stuck, when you let all the fluid out they would still be stuck right. And i just replaced both entire torsion arm unit not that long ago. So new every thing.

    Ended up being the mastercylinder.
