Did you run the boat without the ballast bags full? On my system removing the springs allowed the bags to fill while underway without the pump on. The water would also free flow from the high bag (1150 bow sac) to rear bags. (My rear bags are 750lbs so I don't completely fill them unless we are surfing. I need to control the rear bags independently for side to side weighting in order to keep the wakeboard wake clean)

When I would fill port or starboard bag to surf the water would bleed to the unfilled bag which kept the boat from listing for the nice surf wake
