A ballast question

Hi guys, Im still pretty new to the towboat scene and moomba so excuse what may be a simple problem. I had my new boat out this past weekend (used 04 LSV) and everything worked great ( im very happy with moomba ) except i had no ballast. I have the garavity III system and when i flipped the switches, no hum, no fill, and no switch lights on all three. My first thoughts were fuse or disconnected wires but i was with the family and wanted to enjoy the day and not tinker. We left the boat at the lake and came home. For the next time i go out should i be thinking fuse/connection or could this problem be deeper. I thought i would ask the guys that have some expirence.

Sounds like a fuse to me. locate the fill pump and have someone flip each switch seperately and see if the pump engages. If it does not, I would check the fuses under the console.
