Whining/Winding sort of noise with sluggish perfomance

Hello all, I just picked up a 2006 Moomba Mobius LSV with 115 hours on it, and while riding today, I noticed whining/winding sort of noise with sluggish performance above 3400 RPMs.

When above 3400 RPM / 30 MPH the engine jumps between 100-200 RPM in a pulsing sort of motion.

To Note: The perfect pass was disabled at the time.

Any suggestions? Any help is appreciated!

I had a very similar problem with my 04 LS. The whining was coming from the fuel pump because my fuel filter was clogged and starving the pump for fuel. This also caused the boat to studder under load. My whinning was noticable at idle as well. Also if you change the fuel filter and still have the whine there is a little screen on the intake end of the fuel pump that can become clogged as well.....I had to clean this as well.
