Rear Ballast Sac Filling Up

I have a 2005 Mobius LSV with the two rear fat sacs and one front sac in the floor ski locker. I am having trouble with the left rear sac filling up with out fill switch being turned on. Has anyone else had this issue and if you did what is causeing this to happen and what is the correction.[/b]
