Default Sporadic high idle after warmup / 04 Outback DD

I am experiencing high idle after running and engine is warmed up. Seems to occur in association with shifting (but not always).
On startup, engine settles at 800 to 900 rpm… I live shallow so I idle out a long way before adding throttle above idle.
After pulling a skier or 2 idle will wander up to 1200 rpm.
I turn engine off and it typically resets. It is a not a consistent issue but I will not shift from neutral above 960 rpm. So I shut down and restart

    Thoughts?

    Fuel injected?
I would think throttle cable. Over stretched needs adjusted or replaced. Leaky injector giving fuel. MAP sensor going bad.

    Carb?
Throttle return spring, junk in fuel passage allowing leakage into engine.
    Secondaries on carb not closing

    Just throwing out ideas

My first suspect would be return springs or sticky cables too. Just not letting it fully return to idle setting. If carburetor, possibly a small vacuum leak around a gasket too.
