Default 2003 moomba outback lsv ballast problem

So I have a 2003 Moomba outback LSV When I put it in the water on Sunday and drove around the center Balis was empty when I took off once I stopped and looked at the center ballast in the locker it had water and air in it even though the switch was off no pump was running what would cause water to get in there. Then we empty that and the bilge went to my buddies house docked the boat at his dock I turned off all power toboat and went up had lunch After about an hour I came back down to my boat with the batteries turned off still and opened up the center hatch in the Transom where the center ballast is located and the bag was 3/4 the way full what would cause that
    Thanks
    Chris-

Can you take some pictures of the pump(s) and piping manifold you have? Seeing how you have everything laid out can help diagnose.
