Bilge and front ballast

Hey guys, I’m on my boat and the auto light for my bilge pump is on but it’s not pumping water (yes there is water in the engine bay) and my front ballast isn’t working the light comes on but no pump

I also checked the fuses under the steering wheel and near the battery but how do you tell if the fuse is bad under the steering wheel
