Bad starter?

Hello,

I have an 07 Mobius LSV that will not start.
The battery is fully charged and checked out good.
When the key is turned, I can hear the fuel pump and I hear/feel a "Clunk" at the starter with my hand on it but starter will not run.
A battery tester on the battery measures next to no starter voltage draw.

Is it a bad starter?

The clunk is the solenoid picking up so most likely the starter is bad.
