Yes. Five screws on each plate with nylon lock nuts.

The actuators are a pin and split ring.
There are two little spacers inside the aluminum mount on the plate.

I replaced the tabs on my 2007 Supra with these.
I needed go move the mount on my setup. Moomba vs Supra.

They are direct bolt on and make a significant difference in the wake IMHO.
