In normal operation the fuel pump does not turn on when the ignition is on and when the engine is starting. It only turns on when the engine has started. The engine uses the fuel in the carb bowls to get started.
When the oil pressure switch is jumpered, will the fuel pump activate?
Have you disconnected your fuel lines before and after the filter and pump to check for fuel? You may have to try and prime the lines if they are empty to help the pump and to fill the fuel filter.'99 Outback DD - sold

Most probably the oil pressure switch has failed. The switch can be traced back from the wires on the fuel pump and is located on the flywheel end of the block.

I replaced the oil pressure switch on the back. Reclip all the wires for good connection. Have power to all 3. No fuel to the fuel pump. No fuel being sent to the carb

I replaced the syphon saftey valve on the gas tank. I will try to prime the gas line and see if they fixed the issue
