Moomba Max owners
Question for you
Dealer told me that with full ballast and much over 10 people in the boat i should have the 450 engine. is this something that anyone can confirm for me? Do you see engine performance issues with the base 400 engine?2014 MOJO 2.5

Not if you prop the boat correctly. Does the 450 give you more flexibility? Sure....is it an absolute necessity under the conditions you posted? No
If you want to run with 10 people or 5000lb and still be able to do 45mph across the lake, then yes, get the bigger engine, but if your ok with only being able to do say 35mph flat out, then just get a lower pitched prop that is suited for your main needs

$5k is a lot of money for 23ft lbs for same engine with a little hotter tune.

What prop would you recommend for big ballast and a big crew? We run 10 or so people regularly (not all of them surf) and we opted for 1,200 bags. Running around 3,500 elevation

That's not too bad. I am not too concerned with top end speed. We surf and want the boat to perform to do so.
