Gotta fight back the tree huggers and libtards who secretly do this. The same issues occur in the forests and mountains here where they don't want motorized vehicles. They are very large organizations with outside funding and help so you have to hit back with brut force and money also. You need a lobbyist or your actions won't be heard. It does spread as we have riders coming to the east side of the state as there are no longer riding areas where they live. Sad, but that is an area where cultures are clashing too. You may have an organization that protects the boating areas and ensures fees paid for boating permits are used just for that purpose to improve shorelines and boat ramps not put into the general fund like they tried in Washington. This is big business - welcome to the jungle.
Oh, one more thing is to check if the area affected is considered a navigable waterway by the Coast Guard. They cannot restrict vessel traffic by Federal rule.
