Fuel gauge reads 1/2 weather full or empty

Can anyone advise . 2005 outback the gauge is brand new exact replacement . However I started having the issue before the new gauge was installed .
The gauge will flicker up and down but comes to rest at 1/2 weather its fulll to the top or empty. Does anyone have an idea how to diagnose if it is a connection or sending unit ....thank you ....btw got my 3year old up on trainer skis this week
