    Default Steering mount loose?

Is this mount supposed to be loose to allow for movement of the cable? It is not loose at the floor, just where the black nut attaches to the aluminium mount.

Where the black nut meets with the housing with the 4 bolts. The nut is tight as is the bolt just visible on the back of the AL mount. I do not know if it is supposed to allow the mount with the 4 bolts to "float" or not. I was having a binding issue with the steering and was looking around to find it and found this and was wondering if it was correct or not.

I think thats a ball and socket type joint to allow the clamp piece with 4 bolts to move as the cable angle changes during steering maneuvers

OK, so the rudder shaft is bent slightly and is rubbing on the mount on the underside of the boat when turned one direction. Should it be straightened, or can a relief be cut into the top of the rudder. It appears that an 1/8" notch would be plenty and would not have to go the entire length of the top edge. Would this have adverse effects on anything?

It does need repacking as it has a lot of slop as well.
