He clearly stated he ran it without oil in the engine, ergo: it all leaked out due to the failure to seal properly because of the presence of the old seal.
I would suggest you carefully examine any insurance policy that might apply to the boat. You may be on your own though. I'd have a pro take a look and see if (s)he thinks it can be rebuilt. Some of the "crate" motors out there are rebuilds without the QC of others so do plenty of research if you go that route.My Mom said I'm not allowed to get wet!

Id buy a rebuild from a reputable seller. the comment about not knowing the cost until you get into it is correct.
as far as keeping the numbers matching, doesn't matter on a boat nor any daily driven car. classics and value cars are the only ones people care about numbers matching.
