06 LSV ballest bags

I have a brand new LSV and I'm having trouble filling the ballest bags. The center bag will fill up but it seems like much of the bag has air in it. I have a rear bag that does not want to fill up even though it has before. and the other rear bag does not fill up completely.

Does anyone know what I need to look for to correct the problem? I am filling up all 3 bags at the same time with the switches. Am i not supose to do that? Do I need to fluf the bags before filling? Do I need to get any air out of the bags? If so how do i do that?

Any help would be great...
