No top end past 30 mph

I replaced the MAP sensor over the weekend, that did nothing. This weekend we couldnt even surf. With the cruise set at 9.3mph, it would only get up to 7mph and started back firing. Once we emptied the bags and got everyone off, it ran ok again, just no top end. I have no idea what to check next.

Sounds like a fuel issue without a doubt.
