If it is a carb engine, yes that is normal. Well I think it is normal. I have to give my boat a little shot before each start.

I found out running 87 octane in my '04 Outback w/ carb 310 will make it a little harder to start than running the recommended 89 octane. But only when cold. After she warms up, it's usually just hit the key and we're off. Check your idle setting and maybe replace the fuel filter. Two inexpensive checks you can do yourself. Also, check gaps on the sparkplugs. Generally speaking, fuel delivery issues are easy to troubleshoot.

Hope this helps
