Ballast System

I have a 2002 Outback LS with the 2 bag ballast system. The system has never worked correctly, the bags won't fill and the rear bag once filled is almost impossible to drain. Wondering if anyone has had any problems, and if so what fixes did you make.

Assuming that the pumps are working, sometimes I have to turn on my fill switch on my Mobius when I'm going 20 mph or over. I guess that primes the pump. Same for the drain, its probably not priming, all you have to do is push the pump into the fat sack a little. I hope this answers your question.
