$15 part $250 in labor :)

on my second fuel pump on a 05 outback. Engine won't start unless I hit the fuel pump with a wrench & take the bleeder screw off the front of the carb. Need help.

Need help! On my second fuel pump and I still cant seem to get the engine to run consistantly. Fuel pump is not feeding fuel into the carb.
It cycles good, but won't pull any fuel. Hitting it on...
