That's a barefoot boom bracket deerfield. The Outbacks have such a low freeboard that the boom bracket seems like its mounted very low. Especially if you have tall barefooters.

It could be that you've always had some restriction in the block forcing the pressure to build up in that hose causing it to blow.

I always: lift the motor cover and check the drain plug, pull the dipstick, check the tower bolts and give the pylon a good shake to make sure the bolts are tight.
