I believe it is part of the stern thruster.

I had heard they have an exhaust diverter because at idle the exhaust interferes with the stern thruster.

Stern thruster. It’s a single unit bi-directional impeller.

Stern thruster isn't the part that's circled. It's an exhaust outlet.

Doesn’t that have a FAE too? Is there a bypass FAE feature?

Yeah, that's what the dealer said that was. It bypasses the FAE because the exhaust bubbling up at idle interferes with the thruster.
