Boarding Lakes Near Orlando

Does anyone know of some decent lakes near Orlando that have PUBLIC ACCESS boat ramps? My daughter is in school at UCF and wants me to trail over some weekend.

Your link to the Orlando City Muni Code was helpful. I see that I apparently need a permit from city hall to use the listed lakes. However, I didn't find any basis in the Chapter 35 ordinance for requiring whistles on vests. Did I miss something?
