Steering tight after 2 mo. of sitting

Took out the boat yesterday for the first time in 2 months (family issues). The steering was very tough for the first 5 - 10 minutes. After that it loosened up and felt normal. Is this something to worry about?

I know there is no steering fluid, but it acted like fluid had settled and then began circulating again. Could this just be my rudder had stiffened up?

May need to grease the rudder. And, now, thanks to a poster, there is a method on here for greasing the cable itself. If you search on "steering cable" it will come up.
