Front Ballast Area Holding Water

My 04 XLV always has water in the area of the front ballast. I have pulled the plug and parked on ridiculously steep hills, and it doesn't drain.

The plumbing is not leaking. I am resorting to taking 3 or 4 towels and stuffing them down in there after a day on the water. It works but is a pain in the rear. Anybody have a better suggestion?

there could be some junk in the drain tube clogging it up--try feeding something throu the drain to see
