cover snaps

I have an 08 outback with tonneau covers. the snaps that are screwed into the gel coat are coming loose and pulling out. Does anyone have a fix for me. I've heard longer or bigger screws. I've also heard filling holes with epoxy and reusing the same screw.

have 2 that the dealer fixed last fall and are loose already after 2 cover-installs.

I was thinking of just marine epoxy from the local marina or overtons. Does anyone have abetter idea.
