What do you mean perfect wake settings? If you mean ballast settings to get the perfect wake, that will depend on what your expectations are, and what type of wake you prefer.

What ballast system does the boat currently have?

the boat has gravity lll ballast and his expectations are to do a wake to wake and possibly a 180. i would like the wake to be even on both sides and a medium size.

Fill all the ballast and put the wake plate down to start. Start at about 22MPH speed wise to make sure you have a solid clean wake at the rope length he'll be riding.

Fill the center sac, Fill the surf side bag, then extra people sit on suf side of boat. Start at 10 mph and see how the wave looks. It needs to be full and have a nice dark water section that should be smooth. Move people from the back to front to help clean it up and extend the wake.

Start with that and the play with options. Goal is to get a nice balance from front to back. Rear weight makes it bigger. Front weight makes it fuller and longer. Boat speed is same as wake boarding, use it to clean it up but Surfing is 9 to 12 mph normaly.
