Ballast fill valve...what do this part do?

I have not had a chance to water my 'new' to me boat and play with all the switches and knobs yet. :(

What does these black levers on the valves do?

They open the system. This allows you to prime the system before you turn on the pump to fill the bags.

they are like switches. When you flip the switch to fill the bags, the solenoid depresses and the diaphram open up and he water flows. When you flip the switch off the solenoid pin closes the diaphram. This stops water flow. Hope this helps.
