Ballast bags fill by themselves

On my 06 Outback V, the ballast bags fill about 1/3 to 1/2 way by themselves as we're cruising around the lake. I made sure the switches were off, so it's really perplexing to me. I've only had the boat for a week, so I'm not sure if that is normal. It would seem that it shouldn't do this as that is what the fill and empty switches are for. Any advice or help is welcome. Thanks.

Theres a black manual valve right on the the valve itself if it in the manual position its fills cruising down the lake.Had the same problem on my outback

check the solenoid switches as mentioned in this pic:
