Rear Right Ballast Pump not Emptying

I have not gotten around to looking too deeply into my problem yet, but I welcome any suggestions from the start. Basically my rear right bag will not empty. I disconnected the line and do not feel any suction, so I would assume either the line is clogged or the pump is burnt up. My other assumption through tracing the plumbing is that the factory system uses one pump to fill and one pump to empty because they all fill just fine and I only see one line going to each fill connection. Any advice?

Have you checked to see if the solenoid on the pump is up?

Yes, the solenoid on the pumps are all up.
