Gas Gauge Problems?

I have a 2004 Moomba Outback. The gas gauge reads full ALL THE TIME! Every now and then it will work once I get real low on fuel. Any suggestions out there?

Many people have suggested this fuel manager. I don't have one, but I'm getting pretty interested in them. I have the same problem with my gas. I know how much I have when I leave the gas pump. After that it's a crap shoot. If anyone has one installed how do you like it?
