I don't know which ballast system I have because its not listed the owners manual as an option for an 04 Outback, but it definitely is factory installed. Just the bag under the rear seat. I have no idea if it was used by the previous owner either. But, flip switch pumps come on but don't fill. Tried getting up to around 20mph as I read somewhere that sometimes works and still nothing. I can hear the pumps so they are getting juice. But they are unstalled horizontally which seems odd to me. All the hoses seem to be in the correct place, too.
So, should I just replace the horizontal arrangement or is there another trick I can try first? I know they are just cheap little irrigation pumps so what should I replace them with if I do?
Thanks y'all.

assuming this boat has the DD version of the irritrol sprinkler valve setup. likely your valve isn't opening. I'd start there with that and verify it's actually opening when you apply juice. pump and sprinkler valve run off the same switch. reverse the switch and it starts the drain pump attached to the bag.
