Knocking in the steering?

Is this normal,

Occasionally, I will get a knocking vibration in the steering wheel when I first get going. It happens when the steering is not straight and I am pulling a surfer. After a few seconds, it stops.

I investigated and found the source. Here's a video. Is this normal?

I get the same vibration or knock, where is this in the video,would also like to know

It's about 24 inches from the ruder connection in the engine compartment.
