04 XLV Ballast Pump Question

My starboard ballast will fill, but not empty sometimes unless I'm on a steeper incline. Any ideas on why that's happening? Won't always empty on the river, but when I get home it will empty. Checked for kinks in the drain hose, none and seems to be a pretty level angle of connection.

So the pump seems to come on strong? Any strange sound from it like it's struggling?
