2007 Outback cruise control issues

My 2007 Outback was running great then we wake surfed and used the cruise control now I can’t get the engine to go over3600 rpms and it tops out at about 32 on the speedometers with one person in the boat. Any ideas?

Turn off the main to the battery and see if that resets it.
