We have been running the boat out of the water hooked up to a hose in order to perform an oil change. After turning off the water supply and waiting for the oil to drain I noticed a consistent drip from the prop shaft through hull fitting. boat likely has a water cooled shaft seal. Its fed by the raw water supply

100% normal.. you should be concerned if ever DON;T see water there!
This isn't the exact seal used on our boats, but a similar design. I uses water from the engine to lubricate and cool the seal:

They call this variety of shaft seals "dripless" :)
As stated, it actually pumps a little water out so it only "drips" when you're not in the water, otherwise you're just "refilling the lake". The older variety intentionally allowed water to slowly leak through and it "dripped" into the boat.
