Chipped paint and rust

While winterizing this weekend I noticed a few spots of chipped paint on the engine, trans, and v-drive and the start of some rust. Also, as I pulled screws and drain plugs, more paint chipped of the screws and other areas. My boat is an 06 so it seems weird that the paint would already be chipping and the metal starting to rust. Is this something I should be concerned about? Do any of you have similar issues? What do you do to control this problem? Rustoleum?

I also had the same troubles with my '06. Chipped paint in a few spots and rust around the circulating pump. Should I be concerned at all about this?
