08 outback speedometer

I have a 08 outback and the speedo wont go past 30-32 mph no matter my speed. I also noticed around the same time my horn isn't as loud. Any advice would be appreciated.

Mine will go out sometimes on the same boat - I am going to look for a loose ground and will let you know.
