Pad on swim platform

The pad on my swim platform is peeling off. I tried marine epoxy last year and it's peeling again. Anybody know what I could use to get better adhesion?

Don't know why I was thinking marine, just DAP Weldwood all purpose

Just use dap contact cement, not the EPA friendly water based one..

Dap is what's got my hydroturf on and it hasn't budged.
