I have a 95 moomba. On the throttle assembly of this year boat there is a 8" spring bolted on one end to the engine block and attached on the other end to the throttle assembly. I think the purpose of this spring is to open the secondary butterflies at high speeds under load.My spring has broken and I can't find a mechanic who has any knowledge of such a spring. An y help?

Look on the internet under "CARBURETOR THROTTLE RETURN SPRINGS." I don't know much about engines but the secondaries should be vacuum controlled and this spring is to assist in throttle movement. They should be available locally wherever carburetors are serviced.
