Does anybody know the best place to get the rubber cord that's on the wake board racks? Thanks

Amazon, shock cord.. They have lots of sizes..

I used the "Covered Solid Elastomer Stretch Cord" from http://www.apsltd.com/line/shockcord-stretchcord-webbing.html and used plastic shock cord loop connectors to connect the loops after running them thru the rack holes.

I used a package of 1/4" bungee cord from Walmart. I think it was actually in the camping section? (or the section with all the nylon straps and tie downs).

It was more than enough and cheap.

"shock cord" is the bungee-strap stuff, it's pretty common and can be found at most hardware stores or outdoor recreation type places. Is that what you are asking about, or are you asking about the rubber bumper stuff that is pressed into a channel on the fork? I'm not exactly sure how I'd source that stuff.

Wouldn't you need about 3' of the stuff? So, a 1' diameter O-ring? I'm missing something.

I looked at the recent wake board designs and the rubber appears to be wider and flatter than what my rack uses. O rings can come in any size and diameter but I'm not sure it will seat in the groove very well. You could take the piece into a company that specializes in o rings and they could match the dimensions.
